	Many persons, either through ignorance or misunderstanding, unfortunately believe that accidents are the inevitable results of unchangeable circumstances, fate, or a matter of luck. However, years of conducting accident investigation shows that 88% of all accidents are cause by unsafe acts of people, only 10% are caused by unsafe conditions and only 2% are caused by extraordinary events or force majeure. Accidents do not happen without cause. The greater percentages of accidents are caused by unsafe acts; therefore, emphasis of an accident prevention program is on the elimination of these unsafe acts. The identification, isolation, and control of these "causes" are the underlying principles of all accident prevention techniques.
